The Government of Mongolia has received a loan from the ordinary capital resources of the Asian Development Bank (ADB), a grant from Japan Fund for Joint Crediting Mechanism and a grant from Strategic Climate Fund toward the cost of Upscaling Renewable Energy Sector Project (UREP) in 2019. The Upscaling Renewable Sector Project is aimed to increase the clean sources of energy supply in the country and reduction of greenhouse gas emissions and need for imported electricity. Consultant for Environmental Impact Assessment for a Solar PV Plant (National, 6 Person-Months, Continuous)
The purpose of this assignment is to conduct (i) Baseline Environmental Survey (BES), (ii) obtaining General Environmental Impact Assessment (GEIA) conclusion from the Mongolian Ministry of Environment and Tourism and (iii) Detailed Environmental Impact Assessment (DEIA) for a solar photovoltaic (PV) plant. A national consultant will be engaged to prepare the feasibility study.
The objective of the assignment is to assess the environmental viability of a solar PV plant which will be financed under the Upscaling Renewable Energy Sector Project (Loan 3708-MON and Grant-0611-MON) and operated by the regional utility company (the Western Energy System or the Altai-Uliastai Energy System) which is the project beneficiary.
Scope of services
The Consultant will assess environmental safeguards aspects of the proposed solar PV plant and its auxiliary facilities such as overhead transmission line and battery energy system in accordance with the Mongolian law on Environmental Impact assessment.
The environmental studies will require a combination of desk research, in-person or digital meetings, consultation meetings with stakeholders (close communication with the Ministry of Environment and Tourism). The final DEIA report shall be approved by the Ministry by the latest in November 2024.
Minimum Qualification Requirements:
- at least 10 years of working experience in the field of environmental impact assessment.
- Advanced degree in the field of Environmental science, Biology, and another relevant field.
- Fluency in English and Mongolian.
- Experience working with international organizations and performing contractual work will be an advantage.
Required documents include:
- Cover letter;
- CV prepared following the ADB format;
- Copies of diploma(s) and certificate(s); and
- Copy of national citizenship ID;
- Reference letters from previous employers
- Any other relevant supporting documents
